If things were working in a normal way they do, Rwanda would not be what it is now, only 18 years after the 1994 Genocide. Among other areas of improvement, the country’s economic progress is manifested through her acknowledged ease of doing business. In reference to publications in the area of doing business, the country is perceived as conducive based on the annual locally produced data by Rwanda Governance Board,and the World Bank’s annual report on doing business—continued progress is registered. The Legatum Prosperity Index is an annual ranking that covers 110 countries. The Legatum Institute, the publisher of the index, is a privately-funded think-tank founded in 2007.
