Non-Governmental Organisations

In the framework of inclusive governance the Government of Rwanda has committed to strengthening partnerships between Government and civil society actors to fast track national development and people-centred prosperity. RGB is  mandated to register and monitor the functioning of both national and international Non-Governmental Organisations. 

RGB also has the power to request for explanations, suspend registration certificate or revoke the legal personality of national non-governmental organisations; to suspend or terminate the authorisation of an international non-governmental organisation to operate in Rwanda.

National Non-Governmental Organisations 

An applicant for a certificate of legal personality of a national non-governmental organization electronically submits to the Board the following:

  1. An application for the certificate of legal personality;
  2. notarized statutes drafted in Ikinyarwanda and in at least one other official language in Rwanda;
  3. notarized minutes of the meeting of the supreme organ of the national non-governmental organization indicating its establishment, approval of its statutes, its founders and members of its organs;
  4. a letter issued by the district authorities agreeing to the collaboration;
  5. particulars and copies of identity cards or passport of its legal representative, those of the deputy legal representative and members of the supreme organ;
  6. a criminal record certificate of its legal representative and that of the deputy legal representative, indicating that they have never been definitively sentenced to the penalty of imprisonment equal to or exceeding six months;
  7. notarized declarations of acceptance of responsibilities signed by the legal representative and the deputy legal representative;
  8. the annual action plan, the budget and the source of funds;
  9. its organizational structure;
  10. proof of payment of the non-refundable registration application fee of 300,000 Rwf (Payment is done electronically via e-imiryango system)

N.B: A national non-governmental organization of sports, games and sports-based entertainment, that applies for a certificate of legal personality, must also submit to the Board a collaboration letter from the Ministry responsible for sports.

International Non-Governmental Organisations 

An international non-governmental organization established outside Rwanda applying for the certificate of registration submits to the Board electronically, the following documents:

1. Power of attorney from the Head Office assigning a representative of the new INGO applying for registration in Rwanda. However, this does not apply for the founder/CEO of INGO;

2. Application letter addressed to the CEO (RGB);

3. Annual action plan and budget (clearly indicating administrative/office expenditures and activities budget);

4. Notarised statutes in accordance with laws, issued by competent authority from the country where the organization Head Office is located;

5. Signed proof of funding or a commitment letter from the donor or INGO Head Office;

6. Valid MoU issued by the partnering line Ministry;

7. Organizational structure of the office in Rwanda;

8. Proof of payment of a 300.000 Frw non-refundable fee (payment is done online via 

https://www.e-imiryango.rgb.rw/#/home

Feedback on application will be provided in a period not exceeding 90 days beginning from the date of submission. When registration is carried out by a foreigner, he or she is advised to request a special pass of three months in order to stay legally in the country.
