Law governing political organisations in Rwanda modified

On Tuesday, May 23 2018, the Low Chamber of Deputies voted Organic Law modifying Organic law modifying the organic law No 10/3013/OL of 11/07/2013 governing political organisations and politicians. Article 46 of the modified Law provided that political organisations submit their financial statements to the Office of the Ombudsman.  The latter or a competent court of Law reserved the powers to impose sanctions on political organisations for non-compliance with this provision. Kangwagye Justus, Head of Political Parties and CSOs Department at RGB, said that there was need to modify the Law governing political organisations and politicians in order to harmonize it with the new mandate of RGB. “The Law N°56/2016 of 16/12/2016 establishing the Rwanda Governance Board and determining its mission, organisation and function extended the mandate of RGB by giving the powers to take actions against any political organisation which fails to comply with the law. Therefore, the modification in the Law governing political organisations and politicians was meant to harmonize with the new RGB mandate,” explained Justus Kangwagye, Head of Department in Political organisations and civil society organisations at RGB. The modification of the Law governing political organisations and politicians was also made in order to harmonize with the 2003 Constitution of the Republic of Rwanda, amended in 2015. After being voted by the low chamber of deputies, the bill law will be also be examined and voted by the Senate before furthers steps to its promulgation.
