RGB CEO Dr. Doris Uwicyeza speaks at CGGI 2025 Regional Launch

On Tuesday 26 August 2025, the RGB CEO Dr. Doris Uwicyeza Picard virtually spoke to the participants during the regional launch of the 2025 Chandler Good Government Index (CGGI) co-organised by South Africa’s National School of Government (NSG) and the Chandler Institute of Governance (CIG). 

In her address, Dr. Uwicyeza highlighted Rwanda’s experience in fostering a high-performance government by demonstrating how Rwanda’s Home-Grown Solutions including Gacaca courts, Abunzi (mediators), Itorero among others, played a vital role in rebuilding the nation after the 1994 Genocide Against the Tutsi.

She also noted that after the 1994 Genocide Against the Tutsi, Rwandans chose three important things including Unit, accountability and thinking big to enhance the country’s development and the Rwandans welfare in general.

In this event, the RGB Deputy CEO Dr. Usengumukiza Felicien had also virtually joined other panelists to discuss what it takes to build high performance government in Africa by investing in core public sector capabilities. 

Dr. Usengumukiza told the participants that it’s time for Africans to use their own methodology to evaluate themselves instead of being assessed by other international organisations who sometimes produce reports without going to the field or reaching the concerned people.

Dr. Usengumukiza showed how signing performance contracts in all public institutions played a key role in promoting accountability and help to achieve the country’s long-term agenda.
