Rwanda ranked the second in Africa in 2025 Chandler Good Government Index

In the 2025 Chandler Good Government Index, Rwanda has secured its place as the second-best governed country in Africa, the first in the East Africa Countries and ranked 59th globally out of 120 nations with the strongest governance system. 

Since 2021, Rwanda has consistently been ranked among the top performers in Africa in the Chandler Good Government Index (CGGI), ranged between the 2nd and 3rd in Sub-Sahara Africa and annually being the 1st in East Africa.

Rwanda’s ranking signals global recognition of its Long-term vision (4th), Adaptability (6th), Stable business regulations (7th), Property rights (25th), Quality of judiciary (29th).

Other African countries that made the continent’s top ten include Morocco (75th), South Africa (77th), Tanzania (78th), Egypt (81st), Senegal (83rd), Ghana (86th), and Algeria (90th).

Speaking to the participants during the regional launch of the 2025 Chandler Good Government Index (CGGI) recently, the RGB CEO Dr. Doris Uwicyeza Picard said that after the 1994 Genocide against Tutsi, Rwanda rebuilt itself through three important things including Unit, accountability and thinking big to enhance the country’s development and the Rwandans welfare in general.

Dr. Doris also showed how Rwanda through RGB uses tools like the Citizen Report Card allows the public to score government service delivery annually. "This an annual nationwide survey that helps collect data on citizens' feedback and participation with the planning and implementation of government strategies “said Picard.

Together, the CGGI and RGS provide a complementary perspective on Rwanda’s governance. While the CGGI highlights global recognition of Rwanda’s governance capacity and institutional strength, the RGS 12th edition identifies domestic gaps in the implementation of public policies and government strategies, particularly in education, health, social protection and environmental sustainability.
