On Wednesday August 26, 2026 the CEO of Rwanda Governance Board (RGB) Dr. Doris Picard Uwicyeza joined a panel discussion at the Africa Mindset Reset Forum hosted by African School of Governance on Rwanda’s Home-Grown Solutions in the country’s transformational journey after the 1994 Genocide against the Tutsi with key emphasis on Community-Based Health Insurance, as a home-grown solution that promotes accessible and affordable healthcare for all citizens. 

Dr. Uwicyeza told the participants that instead of waiting for external aid, Rwanda built a solidarity-based health financing mechanism rooted in the traditional culture of collective responsibility to help vulnerable people to have access to affordable healthcare. 

“CBHI did not just change health metrics, it changed the psychological architecture of our society. 99.1% of citizens report that having health insurance gives them confidence in their future” she said. 

“Rwanda’s Home-Grown Solutions emerged from the conviction that before looking elsewhere, we must first exhaust the ideas, values, institutions and capabilities available within our own society. This is not about romanticizing tradition or about rejecting ideas from outside Africa. This is about ownership, about mindset sovereignty” she added. 

Urging other African communities to initiate their home-grown solutions, Dr. Uwicyeza noted that exporting Home-Grown Solutions like CBHI is not about copying and pasting a Rwandan model. Instead, it is about adopting the underlying philosophy and method. 

Africa Mindset Reset Forum was hosted by the African School of Governance. The two-day gathering brought together leaders from government, business, academia, civil society, media, and youth movements across Africa to chart practical pathways toward African-owned development.
