The RGB CEO speaks on Rwanda’s governance model
On this Tuesday March 11, 2025, the RGB CEO Dr. Doris Uwicyeza Picard attended the UNDP Africa official opening of Governance and Peacebuilding Community of Practice meeting and shared an insight about how Rwanda’s governance model contributed to peace, security, & development over the past 3 decades.
Addressing the participants, she said that following the 1994 Genocide against the Tutsi, the newly established Government of National Unity was driven by a vision to create a governance system rooted in justice, inclusion, and the elimination of ethnic divisions.
“Reflecting on Rwanda’s post-genocide recovery, President Paul Kagame, emphasized three core choices that have guided Rwanda’s transformation: We chose to stay together, we chose to be accountable to ourselves and we chose to think big” she said.
“These principles have shaped Rwanda’s governance model, emphasizing inclusive leadership, strong institutions, and homegrown solutions to national challenges” she added.
Dr. Picard also told the participants that beyond governance, Rwanda’s socio-economic transformation has been guided by long-term strategic planning, beginning with Vision 2020 and evolving into Vision 2050, which aims to position Rwanda as a high-income nation.
“Performance-based governance, embodied in the Imihigo system, has strengthened public trust by ensuring that government institutions are evaluated based on their ability to deliver tangible results. These governance reforms, coupled with peace and security as prerequisites for development, have driven Rwanda’s remarkable progress” she emphasized.
