Dr. Doris Uwicyeza Picard
Chief Executive Officer
Dr. Doris Uwicyeza Picard is the Chief Executive Officer of the Rwanda Governance Board and Cabinet member.
Before being appointed by the President of the republic of Rwanda on 16 August 2024, she was Coordinator of Migration and Economic Development Partnership Coordination Unit (MEDP - CU) in the Ministry of Foreign Affairs and International Cooperation since March 12, 2024. She also served as Chief Technical Advisor at the Ministry of Justice.
Dr. Picard holds a doctorate in Public International Law from the University of Pretoria.
Dr. USENGUMUKIZA Felicien
Deputy Chief Executive Officer
Dr. USENGUMUKIZA Félicien is the Deputy Chief Executive Officer at Rwanda Governance Board (RGB) since 14 December 2023. Before his appointment, he was the Head of Research Department at RGB. Before joining RGB, Dr. USENGUMUKIZA worked at the National University of Rwanda as Senior Lecturer and Head of Department of Economics in the Faculty of Economics and Management.
He holds a PhD in International Economics from the University of Bayreuth (Germany) and a Master’s Degree in Foreign Trade from the University of Gdańsk (Poland).
Dr. KALISA Edward
Secretary General
Dr. KALISA Edward is the Secretary General of Rwanda Governance Board (RGB) since April 2016. Prior to his current role, he was Permanent Secretary for the Ministry of Sports and Culture from May, 2011 to February 2016 and Permanent Secretary of the Ministry of Youth from December 2009 to May, 2011. He also has vast experience in Civil Society Sector where he worked for World Vision International/Rwanda in several positions.
KALISA holds a PhD in Business Administration from UNICAF University/Zambia Campus, Master of Arts Degree in Organizational Leadership from Eastern University in Pennsylvania/United States and a Bachelor’s Degree and Associate Degree in Management from National University of Rwanda.

Mr. MULINDWA Anatole
Head of Research and HGS Department
Mulindwa Anatole is the Head of the Research Department and Home-Grown Solution Department at the Rwanda Governance Board since June 2026. He is a governance researcher, statistician, and data scientist serving with more than 10 years of experience, he specialises in governance research and service delivery assessments, impact evaluations of home-grown solutions, policy analysis, and data science.
He holds a Master's degree in Applied Statistics of Science from Jomo Kenyatta University of Agriculture and Technology and is pursuing a PhD in Data Science (Data Mining) at the University of Rwanda. His expertise includes artificial intelligence, machine learning, statistical modelling, and evidence-based policymaking.
KAZAIRE Judith
Head of Civil Society and Political Organisations Department
KAZAIRE Judith is the Head of Civil Society and Political organisations Department at Rwanda Governance Board (RGB). She previously served as Head of Service Delivery, Good Governance and JADF Department at RGB and Governor of Eastern Province.
KAZAIRE holds a Master of Social Sciences in Gender and Development from the University of Rwanda(2012); a Master's Degree of Business Law from the then National University of Rwanda(2010) and a Bachelor’s Degree in Law from the then National University of Rwanda (2006).
MINANI Faustin
Head of Service Delivery, Good governance and JADF Department
Mr MINANI Faustin is the Head of Good Governance and Service Delivery Department at Rwanda Governance Board (RGB) since June 2026. Prior to this position, he served as the Coordinator of the Deepening Decentralization and Accountable Governance (DDAG) and the Strengthening Civil Society Organizations Programs implemented by RGB in partnership with UNDP. He also worked with different institutions such as ENABEL, FCDO and GIZ.
MINANI holds a Master’s Degree in Local Governance Studies from the University of Rwanda and a Master’s Degree in Strategic Management from Mount Kenya University.
RUSHINGABIGWI Jean Bosco
Head of Media Sector Coordination Department
RUSHINGABIGWI Jean Bosco is the Head of Department of the Media Sector Coordination Monitoring Department at Rwanda Governance Board (RGB) since April 2021. Prior to this, he was Communication Specialist for the Rwanda Association of Local Government Authorities (RALGA). RUSHINGABIGWI also served at different positions at the University of Rwanda including Public Relations Director and Deputy-Director of the School of Journalism and Communication.
RUSHINGABIGWI holds a Bachelor’s Degree in Journalism and Communication from the University of Rwanda.
